   Philadelphia bustled with excitement in the fall of 1785 as its most famous citizen, Benjamin Franklin, returned home from Europe - a conquering hero. His duties as Minister to France finally over, Franklin was celebrated in a succession of parties and ceremonies.

   For several weeks, an endless array of honors was bestowed upon Franklin. The state Assemblymen congratulated Franklin for his diplomatic achievements abroad, while the Provost of the University paid tribute to Franklin's scientific and philanthropic accomplishments. He received further kind words from the Union Fire Company and the American Philosophical Society - both of which he had founded. The Pennsylvania Packet marvelled, "the glory of this father of American independence will continue to receive an increase of effuligence."

   The most prestigious honor came when Franklin was elected to Pennsylvania's Supreme Executive Council by two opposing groups - those who fought to amend the state's constitution, and those who preferred to keep it intact. Although Franklin worried that this local conflict was "business more troublesome than I have lately quitted,"he accepted the nomination and was appointed President of the Council on October 18, 1785. Then on the 29th, the Council joined with the state's new General Assembly to elect Franklin President of Pennsylvania.

   The historic U.S. stamp on this Cover was issued in 1987 and depicts Philadelphia's Independence Hall, formerly the State House of Pennsylvania. The Cover is postmarked on October 29, the exact anniversarty of the date Franklin was elected President of Pennsylvania in Philadelphia.
