   Benjamin Franklin was committed to improving the speed and efficiency of the postal system in the American colonies. An intellectual as well as a pragmatist, he considered mail communication essential to cultural development...a vehicle for great thinkers to trade ideas and concepts. Therefore, in 1751, Franklin convinced the London government to appoint him Deputy Postmaster General of the colonial post office. This was the beginning of an important facet of Franklin's varied career.

   At the time, the post office was located in Virginia and managed by the ailing Elliot Benger. When Benger died, Great Britian appointed two regional Postmasters General - William Hunter in Williamsburg, Virginia, and Franklin in Philadelphia. But the princilal responsibility fell to Franklin, as Hunter's health was failing. He instituted sweeping reforms throughout the entire postal network - shortening delivery times, improving the accounting system, and creating the Dead Letter Office.

   Although Parliament later dismissed Franklin, the continental Congress appointed him chairman of a committee to design a new postal system. On July 25, 1775, Franklin brought the committee's report to Congress and was promptly elected Postmaster General. He was given an annual salsry of one thousand dollars, which he donated to wounded Revolutionary War soldiers. Based in Philadelphia, Franklin's postal system ran from Portland, Maine to Savannah, Georgia...and the British system was discontinued. Today, the Postal Service owes its legacy to Benjamin Franklin, who made all Americans aware of the importance of a vital, unified mail system.

   The historic U.S. stamp on this Cover was issued in 1972 and depicts a reproduction of the first U.S. stamp - a five-cent Franklin portrait - under a magnifying glass. The Cover is postmarked on July 25, the exact anniversary of the date Franklin became our nation's first American-born Postmaster General in Philadelphia, Pennsylvania.
