   Benjamin Franklin possessed a rare combination of creativity and business acumen. These two qualities were particularly evident in the early 1750s, when Franklin proposed a union of "all the British dominions on the continent." His plan called for a general government - consisting of a "president general" appointed by Great Britian, and a legislative council - whose responsibilities would include military defense and the imposition of taxes.

   In 1754, en route to Albany, New York for an intercolonial conference, Franklin outlined his plan in a memorandum entitled : Short Hints towards a Scheme for Uniting the Northern Colonies." The main purpose of this meeting was to settle tensions with the Indians, but Franklin decided to use it as a forum for presenting his Plan of Union.

   On June 24, 1754, a committee was organized at the conference to design the plan. Spearheaded by Franklin (representing Pennsylvania), the group included one member each from New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, and Maryland. Four days later, the men shared the plan with the rest of the assembly. After several days of debate, the plan was abandoned. Had it been adopted, Franklin later reflected in his autobiography, the colonies would have been strong enough to withstand the need for British taxation and the subsequent separation of the colonies from the mother country might not have happened so soon.

   The historic U.S. stamp on this Cover was issued in 1976 and depicts a bust of Franklin in front of an early North American map. The Cover is postmarked on June 24, the exact anniversary of the development of the Plan of Union in Albany, New York.
