   The Revolutionary War formally ended on September 3, 1783 with the signing of the Treaty of Paris. This treaty was a collection of peace agreemenrs (some of which were already negotiated over the past year) by the U.S., Great Britian, France, Spain, and the Netherlands. The person largely responsible for this unprecedented achievement was Benjamin Franklin, the diplomatic genius who had served as Minister to France.

   To reach this end, Franklin was called upon to handle a delicate chain of events - and equally delicate egos. Franklin, John Adams, and John Jay had defied Congress by agreeing to a provisional treaty with Great Britian without consulting Charles Gravier, Comte de Vergennes, the French minister who provided the U.S. with valuable military aid. However, Franklin - true to form - was able to assuage Vergennes' wounded pride with his considerable diplomatic skills.

   The resulting treaty gave Gibraltar and the Bahamas to Great Britian and the territory west of the Ohio River to the U.S. The document was signed in the room of Franklin's longtime friend, David Hartley, at the Hotel de York in Paris. Moments later, Vergennes signed a separate peace treaty with Great Britian in Versailles.

   The following week, Franklin wrote to his friend, Josiah Quincy: "We are now friends with England and with all mankind. May we never see another war! For in my opinion there never was a good war or a bad peace."

   This Cover is postmarked on September 3, the exact anniversary of Benjamin Franklin's signing of the Treaty of Paris in Paris, France.
