on Jun 2, 1787 in Philadelphia, Pennsylvania
   Benjamin Franklin was one of the most respected delegates to the Constitutional Convention of 1787. William Pierce wrote that Franklin was "the greatest philosopher of the present age...a most extraordinary man, and tells a story in a style more engaging than anything I ever heard, He is eighty-two, and possesses an activity of mind equal to a youth of twenty-five years of age."

   Unfortunately, Franklin's suggestions at the convention - including a plural executive branch and non-payment for government officers - did not rate among his most famous achievements. On June 2, 1787, he prefaced one of his favorite ideas by allowing his associates, James Wilson, to read it to the body. (Franklin was afraid to present it himself, because of the effect of his age on his memory and delivery.) In Franklin's words, Wilson read that the nation's Chief Executive should not receive a salary, because a "post of honor" should not be a "post of profit." Alexander Hamilton politely seconded the motion, just so it might be brought before the body. The other delegates duly postponed the matter - and never brought it up again.

   James Madison later recalled Franklin's motion with his characteristic diplomacy. "It was treated with great respect, "he said, "but rather for the author of it than from any conviction of its expediency or practicability." Nonetheless, history has forgiven Franklin the few impractical ideas he invented during a lifetime of pure genius.

   The Historic U.S. stamp on this Cover was issued in 1938 to honor George Washington, our nation's first Chief Executive. The Cover is postmarked on June 2, the exact anniversary of Franklin's denunciation of payment for the Chief Executive in Philadelphia, Pennsylvania.
