   Benjamin Franklin was responsible for countless innovation in government, science, and social services. One of his greatest achievements was the founding of the first city hospital in the U.S. - Pennsylvania Hospital, located on Eight Street in Philadelphia. The idea for this facility was in fact orginated by Dr. Thomas Bond, a member of Franklin's American Philosophical Society, in 1750. However, Bond recognized Franklin's considerable public influence and gift for diplomacy, and prevailed upon him to bring the idea to fruition.

   Franklin took on an enormous challenge by promoting the hospital, for it was an entirely new concept in the mid-18th century. Up to that time, the sick and insane were treated only at home or in person - and America knew no other way to provide health care. The people from Philadelphia's rural outskirts were especially skeptical, fearing that the new institution would only benefit city residents. Yet, Franklin convinced the Pennsylvania Assembly (of which he was a member) to donate money to the hospital by promising that other subscribers would contribute matching funds. Then he secured more benefactors by assuring them that the Assembly was on their side.

   Long after the cornerstone of the hospital was laid on May 28, 1755, Franklin reflected on his ingenious two-way bargaining. "I do not remember any of my political maneuvers the success of which gave me at the time more pleasure, or wherein, after thinking of it, I more easily excuse myself for having made some use of cunning."

   The historic U.S. stamp on this Cover was issued in 1947 to honor the American medical doctor. The Cover is Postmarked on May 28, the exact anniversary of the establishment of America's first city hospital in Philadelphia, Pennsylvania.
