of Peace Talks With Britian
on Apr 15, 1782
   The government of Great Britian endured considerable upheaval in 1782. King George III had grown weary of the Revolutionary War, and left his nation's policy decisions in then hands of two men engaged in a fierce power struggle: Lodr Shelburne, the Secretary of State who did not recognize American independence; and Charles James Fox, the Secretary of Foreign Affairs who supported the Revolution. Ever the diplomatic strategist, Benjamin Franklin recognized this schism as an opportunity to approach Great Britian with the offer of peace negotiations. Shelburne replied by dispatching an unlikely part to meet with Franklin.

   Richard Oswald was an affable, one-eyed Scotsman who had made a fortune in the slave trade. To Shelburne, he appeared the perfect emissary, for Oswald had lived in America and was familiar with colonial ways. More importantly, he could match Franklin's low-key, circumspect style of negotiation.

   On April 15, 1782, Franklin and Oswald held their first meeting. Oswald politely told Franklin that Great Britian would honor American independence, provided the U.S. reneged on the special demands of its new ally, France. However, if France "should insist upon terms too humiliating to England," the war would continue in full force. Meanwhile, Fox sent his own representative, Thomas Grenville, to meet with France's foreign minister, Vergennes.

   The meeting between Franklin and Oswald did not resolve the conflict between the U.S. and Great britian - but it was an important first step toward securing the independence to which Franklin was so deeply committed.

   The Cover is Postmarked in London, the capital of Great Britian, on April 17, the date closest to the anniversary of Benjamin Franklin's beginning of peace talks with Great Britian.
