    I have called on all people of the hemisphere to join in a new Alliance for Progress - Alianza para Progreso - a vast cooperative effort, unparalleled in magnitude and nobility of purpose, announced President John F. Kennedy on March 13, 1961. The newly elected Chief Executive spoke in the magnificent East Room of the White House. His invited guests consisted of ambassadors and aides from the Latin American diplomatic corps.

    The Alliance for Progress was designed to promote the economic and social well-being of the people of Latin America. Kennedy proposed that the United States and the countries of central and South America work together to jointly fund such projects as housing developments, road construction, and the building of new power plants. As the President unveiled his program, he stressed the need for self-help and expressed his belief that a democracy was the best means of achieving economic progress and social justice.

    The assembled guest listened intently to his speech. When he had finished, loud applause echoed through the elegant and spacious East Room, and many of the ambassadors were visibly moved. Kennedy was the first President in many years to appreciate the importance of building close relationships with neighbors. With Kennedy's initiative, there was new hope for the future of Latin America.

    The historic mint stamp on this Panel depicts the official emblem of the Alliance for Progress. It was issued in 1963 to honor the inter-American cooperative development program. This panel was postmarked on March 13, 1961, the exact anniversary that John F. Kennedy proposed the Alliance for Progress.
