    With a number of important government officials gathered around him in the White House Treaty Room, President John F. Kennedy signed the Nuclear Test Ban Treaty on October 7, 1963. This landmark treaty, which was also signed by Great Britain and Russia, banned nuclear tests in the atmosphere, in outer space, and underwater. It marked the first time that nuclear testing had been brought under international control.

    Before the treaty was signed, the United States, Great Britain, and Russia had conducted hundreds of tests of nuclear weapons. Over the years, a concern had mounted on the dangerous radioactive fallout from nuclear explosions, yet discussions about controls always stalled over the issue of inspections. Meeting in Moscow during the summer of 1963, an American delegation, headed by Under Secretary of State Averell Harriman, worked out the details of the test ban treaty. The agreement they negotiated sidestepped the inspection issue, since all three nations have modern instruments capable of detecting any tests that violated the treaty.

    Few acts as President gave John Kennedy more satisfaction than signing of the Nuclear Test Ban Treaty. Kennedy realized that it was only a beginning, but felt it was an important first step. As he said in a speech to the nation,"...this limited treaty will radically reduce the nuclear testing which would otherwise be conducted...and it offers to all the world a welcome sign of hope."

    The historic mint stamp on this Panel features two world globes within a symbol of an atom. It was issued in 1955 to encourage the peaceful use of atomic energy. This Panel was postmarked in Washington, DC on October 7, the exact anniversary of John F Kennedy's signing of the Nuclear Test Ban Treaty.
