    The Cuban missile crisis began when America learned that the Soviet Union was installing nuclear missiles in Cuba. After 13 tension filled-days, which presented one of the Kennedys administration's greatest challenges, the crisis ended on October 28, 1962.

    For several months before the crisis began, national concern mounted as Soviet personnel and equipment were moved into Cuba, and island nation located about 90 miles from the U.S. mainland. Then, on October 16, President John Kennedy received startling news. Reconnaissance planes flying over Cuba obtained proof that the Russians were building long-range missile bases that could be used for nuclear strikes against the United States.

    Seeking advice from top advisers, President Kennedy crafted America's response to this potentially explosive situation. Various possibilities were explored, including an invasion. After long and careful deliberations, the President decided to follow the advice of his brother Attorney General Robert F. Kennedy and initiated a naval quarantine of Cuba.

    Tensions grew as additional Russian naval vessels steamed towards Cuba and the United States waited to see how Soviet Premier Nikita Khrushchev would respond. The two nations appeared to be at the brink of war. But, on Sunday, October 28, 1962, Radio Moscow announced that the Soviet government would withdraw the arms from Cuba. Kennedy's plan had worked. Relieved and satisfied, Kennedy lifted the quarantine and the Cuban missile crisis was over.

    The historic mint Stamp on this Panel was issued in 1979 and depicts Robert F. Kennedy, President Kennedy's brother who played a key role in resolving the Cuban missile crisis. This Panel is postmarked on October 28, the exact anniversary of the end of the Cuban Missile Crisis.
