Kennedy Lifts Blockade of Cuba November 20, 1962

    President John F. Kennedy announced that he had ordered the lifting of the naval blockade around Cuba on the night of November 20, 1962. The quarantine began about a month earlier, when Soviet missiles were discovered on the island. This dramatic measure was designed to cut off further Russian military support of Fidel Castro's regime.

    President Kennedy ended the quarantine after being informed that all Soviet jet bombers in Cuba would be withdrawn within 30 days. The President stated that the move "went a long way toward reducing the dangers which faced this hemisphere four weeks ago." After 10 days of negotiations, Russian Premier Khrushchev pledge to withdraw the jets and allow the bombers to be observed and counted as they left.

    In a letter to Acting Secretary General Thant of the United Nations, Castro said he would not object to the withdrawal of the bombers. The Kennedy Administration was convinced that Castro had reversed his opposition to removing the aircraft under powerful pressure from the Soviets.

    The President also reported that all known offensive rocket bases in Cuba had been dismantled. U.S. authorities confirmed that the missiles which had been brought into Cuba were removed by Soviet ships, but no lasting safeguards were established against future installations of offensive weaponry. As a protective measure, the U.S. would continue aerial surveillance of Cuba.

    The historic mint stamp on this Panel was issued in 1967 to publicize the International Search for Peace. This Panel is postmarked in Washington, DC on November 20, the exact anniversary of the day President Kennedy lifted the blockade of Cuba.
